The mission of the group is (in part):

To serve as a national EmComm Volunteer certification organization by providing a valid, uniform process to assess the knowledge and skills required for competent practice required by amateur radio, and other, EmComm volunteers, and to maintain a public registry of individual operators, Amateur Radio Communication Teams and Organizations.
